CHCANYS Annual Statewide Conference and Clinical Forum October 16-18, 2011 CHCANYS’ Statewide
Annual Conference and Clinical Forum will be held at The Saratoga Hilton and
City Center in Saratoga Springs, New York. This is an exciting and critical
year as CHCANYS celebrates its 40th Anniversary. Confirmed speakers include
Gina Capra, Director, Northeast Division, BPHC, HRSA, and Dr. Nirav R. Shah,
Commissioner, New York State Department of Health. Tom Van Coverden, President
& CEO, NACHC has been invited. The target audience for the conference
includes: health center CEOs and Senior Staff, CFOs and finance staff, Medical
Directors and clinicians of various of disciplines including mid-level
practitioners, Board Members and HR Directors. The conference is open to all
those interested in primary care. The conference will address timely
topics related to health policy and cover best practices in Health Information
Technology, finance, clinical quality areas of focus including behavioral and
oral health, and more. And on Monday night, we will be celebrating with a 40th
Anniversary Gala Dinner!

National Health Center Week 2011: Mobilize Now! National Health Center Week 2011, scheduled for
August 7-August 13, is a prime opportunity for us to demonstrate the value of
the FQHC model and ensure that our voices are heard as Congress considers key
issues such as Medicaid cuts, FY2012 appropriations, deficit reduction, and
debt ceiling extensions. This year’s theme, “Celebrating America's Health
Centers: Serving Locally, Leading Nationally," highlights the more than
45-year record of health centers in providing affordable, high quality,
cost-effective health care to all people, regardless of ability to pay.
Start planning your National Health Center Week
events now. We are facing very really dangers to the community health center
program and this moment requires a grassroots effort on a scale that we have
not seen before. CHCANYS staff look forward to supporting you with National
Health Center Week and are available to assist you with ideas and technical
support as you plan your events.

New Yorkers Deliver a Loud and Clear Message on Health
Center National Call-In Day Our thanks go out to all of you who made your voices
heard during last week’s Health Center National Call-In Day, organized by
NACHC. On June 30th, New York State advocates placed 1401 calls to
their Senators and Congressional Representatives, and together we sent a loud
and clear message: Don’t undermine community health centers and the vital
services they provide!
We still have a long road ahead of us and our federal
grassroots push will have to continue far into the fall. But you should all
feel proud of yourselves and your colleagues for showing that New York is ready
and able to mobilize.

DANY
Loan Repayment Program Announced The
New York State Department of Health has announced the Doctors Across New York
(DANY) Loan Repayment program. Applications and information are available here.
Applications for the program are due July
27, 2011 (initially), then continuously thereafter until March 30, 2012. There
will be no bidders’ conference for this procurement. Please note that many
questions you may have are already answered on the Practice Support RFA website
here.
Please also note that, to SAVE the
application form once completed, you have to DOWNLOAD it to your PC FIRST
BEFORE COMPLETING THE APPLICATION.
DANY Ambulatory Care
Training Program—Applications Due Aug. 12 The Department of Health has
released the Doctors Across New York (DANY) Ambulatory Care TrainingRequest for Applications (RFA). The Ambulatory Care
Training Program is part of DANY and is specifically designed to incentivize
sponsoring institutions to provide clinical training of residents in
freestanding ambulatory care sites. Funds are to be directed to sponsoring
institutions to defray the costs of clinical training in freestanding
ambulatory care sites.

Grant Opportunity: Healthy
Smiles, Healthy Children—Due Aug. 15 The Foundation of the
American Academy of Pediatric Dentistry is accepting applications for its
Healthy Smiles, Healthy Children (HSHC) Grant Initiatives, including its Access
to Care Grants. HSHC Access to Care Grants are matching/challenge grants of up
to $20,000 per year supporting local service initiatives that provide dental
care to under served/ limited access children. Letters of intent are due

A Conversation with Dr. Jeffrey Brenner Providing excellent health care and curbing health care spending
for patients who are chronically ill, who visit the emergency department
literally hundreds of times each year, and who lack the resources to manage
their health is a daunting challenge. As health care providers, payers, and
policymakers throughout New York State and across the country consider new
approaches to improve care and reduce costs, a team in Camden, N.J., is leading
the way with an innovative model to meet the needs of the highest-cost,
highest-need patients.
On June 9, 2011, Dr. Jeffrey Brenner, a family physician and the
founder and Executive Director of the Camden Coalition of Healthcare Providers,
visited the New York State Health Foundation to discuss his successful efforts
to meet the needs of patients in one of the poorest urban communities in the
nation.
Dr. Brenner, whose work received national attention in Atul
Gawande's New Yorker article "The Hot Spotters, "highlighted his experiences organizing providers and payers to
address the highest-cost patients; the challenges and rewards of working with
complex patients and building trust; the use of team-based care models; and
whether the Camden model can be scaled up and replicated.

FREE Diabetes
Self-Management Classes Brooklyn Partnership to
Drive Down Diabetes (BP3D) is offering two Diabetes Self-Management (DSMP)
courses this summer!
This is an empowering 6-week
course on how to manage diabetes, including monitoring blood glucose levels,
dealing with common symptoms, and learning new
ways to cope. It is free and open to anyone with diabetes in Brooklyn.
Classes will
take place at CAMBA in Flatbush, Brooklyn on Monday evenings from 5:30-7:30pm
starting July 11, 2011.
Participants
will receive Metrocards for each session
they attend. Participants who complete all paperwork and attend 4 out of
6 sessions will also receive a graduation certificate and gift card.
Light refreshments will be
served.

Cyber Bullying Summit
2011 While advances in technology
have resulted in many great opportunities for our children, they have also led
to new threats to their safety and well-being. As part of its ongoing
effort to combat bullying among kids in today's digital age, the NYC Council
will be hosting a Cyber Bullying Summit on Monday, July 18th. Additional

Sponsored by The New York Times Company, this educational event will bring
together widely renowned leaders in technology and Internet safety.

summit to speak to parents about what they can do to protect their children
from cyber bullying and encourage responsible online behavior.
Counselors, child advocates, and representatives from the NYC Department of
Education, the NYC Department of Youth and Community Development, and the NYC
District Attorney's Office will also be at the summit, as will cyber bullying
and cyber safety expert, Parry Aftab, founder of Wired Safety.com and creator
of CyberBullying.org.

NIHCM Foundation and
National Chlamydia Coalition Webinar: Opportunities for Health Plans to Improve
Chlamydia Screening Rates The
Patient Protection and Affordable Care Act (ACA) has the potential to improve
identification and treatment of chlamydia infections due to provisions that
expand access to coverage, without cost-sharing, for selected preventive
services, including chlamydia screening. To explore how health plans can
support increased chlamydia screening among their members, the National
Institute for Health Care Management (NIHCM) Foundation and the National
Chlamydia Coalition hosted a webinar entitled “Opportunities for Health Plans
to Improve Chlamydia Screening Rates“ on June 2, 2011.
The
discussion highlighted the adverse reproductive outcomes linked to chlamydia
infection, including infertility, and the direct medical costs associated with
the infection--more than $700 million annually--as an impetus for health plans
to be concerned about the low HEDIS rates for chlamydia screening. The webinar

Lady, Agriculture Secretary Launch MyPlate Icon as a New Reminder to Help
Consumers to Make Healthier Food Choices On June 2, 2011, First Lady
Michelle Obama and Agriculture Secretary Tom Vilsack unveiled the federal
government’s new food icon, MyPlate, a new generation icon intended to prompt consumers to think about building
a healthy plate at meal times. The new MyPlate icon emphasizes the fruit, vegetable, grains, protein
and dairy food groups. An accompanying website, www.ChooseMyPlate.gov, provides

2011 Critical Asset Survey for CHCs The New York State Department of
Health has initiated the 2011 Critical Asset Survey for Community
Health Centers. You can
access the invitation letter, with instructions for completing the survey,
here.
The survey results will provide the Department with important information
regarding your needs in the event of a catastrophic accident or health
emergency and will allow the Department to plan for deployment of
emergency supplies and medicine to your health center. Please note: If you would like the assistance of a CHCANYS

Update: Medicare
e-Prescribing Incentive Penalties Do Not Apply to FQHCs As a follow up to questions
from our members about the Medicare e-Prescribing incentive penalties, CHCANYS
has just received confirmation from CMS that these penalties do not apply to FQHCs. The communication from CMS
reads:
The 2011 PFS Final Rule
discusses the eRx Payment Adjustment, and the context is Medicare Part B
Physician Fee Schedule claims/reimbursements.

(MIPPA) authorizes CMS to apply this payment adjustment whether or not the

submitted with FQHC, Place of Service = 50, related to the 2011 eRx Incentive
Program and the 2012/2013 eRx Payment Adjustment.

Assistance Letter (PAL) 2011-06 HIV/AIDS Care and
Treatment in Health Centers This Health Center Program
Assistance Letter (PAL) provides information and resources regarding the
treatment and care of people living with HIV/AIDS (PLWHA). In alignment with
the National HIV/AIDS Strategy,
the Health Resources and Services Administration (HRSA) and the Bureau of
Primary Health Care (BPHC) will continue to support efforts to prevent new HIV
infections, provide access to high quality care for PLWHA, and reduce
