News from Health Center Support Become a Preceptor The SEARCH (Student/Resident Experiences and Rotations in Community Health) Program, coordinated by the New York State Area Health Education Center (AHEC) System, provides an opportunity for health centers to expose medical and other health profession students to the critical work of health centers. The program is funded by the U.S. Department of Health and Human Services, Health Resources and Services Administration. Through SEARCH, centers will receive practice site support for each student placement during the four to six week rotation period. The program provides an opportunity for health centers to reach qualified students and to expose them to a career path of commitment to underserved populations. Through SEARCH, students may receive assistance with travel and housing reimbursement and centers receive guidance and resources through the professional AHEC network.

NACHC Offers New ACO Toolkit Our nation’s health care system is at a critical crossroads; unsustainable growth in health care costs poses a serious threat to our national fiscal integrity, as well as the ability of individuals and small businesses to receive affordable, high-quality health care. In an attempt to address this challenge, historic national health care reform legislation was passed in March of 2010. Over the past few years a number of organizations committed to higher quality and lower costs have come together ahead of the Medicare Shared Savings program to try and form ACOs in the commercial sector and through Medicare and Medicaid pilot programs. The experiences of these organizations, as well as the research of health care policy experts from across the country, have led to one of the first attempts to lay out succinct guidance for the successful implementation of an ACO – the ACO Toolkit.
Covering key topics in six parts, the ACO Toolkit provides a path forward for the implementation of ACOs across the country. The Toolkit strives to be both specific enough to allow organizations to clearly understand the steps needed to become an ACO, and stay broad enough to make sure the path put forward for implementation is possible for a diverse range of health care provider groups. It will also be updated and supplemented to ensure it stays relevant and helpful to health care providers as they face new challenges in advancing more accountable care. News from Clinical Quality Initiatives Launch of CHCANYS Clinical Library CHCANYS
announces the launch of its Clinical Library! The Clinical Library,
a repository of clinical guidelines and best practices for a number of
chronic health conditions, was created in response to a need expressed
by the Clinical Committee members across New York State. The library is
a living record that is cultivated and maintained by CHCANYS’ Clinical
Quality staff. More importantly, the best practices link for each
condition will be updated by our members. Many of our health centers
have implemented some amazing systems, tools and processes. We
encourage you to share these with your colleagues. Our hope is that you
will visit our library on a regular basis to use the resources and to
help us build a first class collection for our clinicians, as well as

National Women’s Health Week – May 8th through May 14th National Women's Health Week is a weeklong health observance coordinated by the U.S. Department of Health and Human Services' Office on Women's Health. It brings together communities, businesses, government, health organizations, and other groups in an effort to promote women's health. The theme for 2011 is "It's Your Time." National Women's Health Week empowers women to make their health a top priority. 10th Finger Lakes Rural HIV Update Join us on June 9, 2011 in Geneva, New York for a conference titled: Case Management/Administration; HIV/AIDS; Outreach; Rural; Social Services sponsored by AIDS Care, The Center for Positive Living. The Finger Lakes Rural HIV Update was started in 2002 as a way to provide updates and information to human service and medical providers in rural areas. The Update is aimed at health care providers, social workers, outreach workers, youth services providers, aging services providers, school nurses, public health nurses, case managers, counselors, teachers, and community educators. This year's theme, HIV: Then and Now, is a reflection of the 10th anniversary of the Update and the 30th anniversary of the beginning of the pandemic.

CHCANYS Diabetes Learning Series Save the Date:May 18th at 9am In 2008, Lutheran Family Health Center was funded to conduct a demonstration project on the utilization of patient navigators for at-risk and high risk diabetes patients. This patient navigator project is built on the services provided to high risk diabetic patients by Lutheran Family Health Centers existing Care Management program serving adults and children with diabetes and cardiovascular conditions.

Educational Broadcast on Colorectal Cancer Increasing rates of colorectal cancer screening is a priority of the New York State Cancer Services Program. On March 17, 2011 the Cancer Services Program supported a broadcast, "Appropriate Cancer Screening: How Are You Doing?" which promoted guideline-concordant screening. The broadcast presenters were Jean Berg, M.D. and Nicholas Kulbida, M.D. They discussed the pros and cons of the various screening options, the evidence against the use of the single slide, in-office fecal test, and patient and provider barriers to screening. Health disparities and systems for improving screening rates were also discussed.

News from Emergency Preparedness UPSTATE Personal Protective Equipment Webinar The New York State Department of
Health (DOH) Office of Emergency Preparedness invites all healthcare personnel
working in community health centers to participate in a Personal
Protective Equipment (PPE) Webinar Training to be held on the NYS
Learning Management System (LMS), from 10:00 a.m. to 11:30 a.m. on May 17,
2011. The training is
listed and searchable on the LMS as OHEP PPE.
This webinar, presented by
Eileen M. Franko, Dr.P.H., M.P.H., will provide participants the most current
information about PPE, N-95 respiratory protection, OSHA and Public Employee
Safety and Health (PEH) requirements and how to perform a fit test. In addition
to assist with your training, each main health center site will receive a
respiratory protection training packet, fit testing equipment kit and small
supply of N-95 respirators.

Survey for CHCs The New
York State Department of Health has initiated the 2011 Critical Asset
Survey for Community Health Centers. Please find the NYSDOH Critical
Asset Survey letter by clicking here. The survey results will provide the Department with important information
regarding your needs in the event of a catastrophic accident or health
emergency and will allow the Department to plan for deployment of emergency
supplies and medicine to your Center prior to or during an emergency.

Mary Lou Caprara
Departing CHCANYS Emergency Preparedness Program It is with
mixed emotions that we announce that our Upstate Emergency Preparedness
Coordinator, Mary Lou Caprara is leaving CHCANYS as of May 4th.
Mary Lou has been offered an exciting new position at New York State Department
of Health.
During her
time at CHCANYS, Mary Lou worked as the Administrative Assistant for the Albany
office before transitioning to EP early in 2010. Since becoming a part of
the EP team, Mary Lou has been invaluable as we assist our upstate sites in
their work to fulfill their HRSA mandated EP requirements. As our upstate
EP Coordinator Mary Lou has been a constant source of information to our
upstate CHCs and has worked tirelessly to nurture the relationship between CHCs
and NYSDOH. After working with her for over a year, we can safely
say that Mary Lou’s knack for organization and professionalism are only
exceeded by her genuinely sunny disposition and helpful nature. She will be greatly missed by her CHCANYS colleagues, her EP contacts at the
upstate CHCs, and most of all by the CHCANYS EP team.

CMS
Releases ACO Proposed Rule Last month, the
Centers for Medicare & Medicaid Services (CMS) issued the proposed
framework for accountable care organizations (ACOs). The proposal aims to
support creation of entities that are coordinated, seamless and have patient
choice. The rule also addresses new protections that participating
providers are given from federal antitrust laws. CHCANYS and NACHC will
be reviewing and commenting on the rule and welcome feedback from you on its
provisions. The draft rule can be found by clicking

AHRQ seeks healthcare
professionals for EHR Systems focus group The Agency
for Healthcare Research and Quality (AHRQ), a component of the U.S. Department
of Health and Human Services is looking for physicians, physician assistants,
certified nurse midwives, and nurse practitioners in New York State to
participate in important focus group research. AHRQ is planning to hold the
group sessions sometime between July and September 2011. This study will help
inform federal policy related to the Medicaid Electronic Health Record (EHR)
Incentive program.
Both
users and non users of EHR systems are needed. AHRQ is offering each participant a $200 gift for
participating in a 90-120 minute focus group session. They are seeking clinicians
who work in outpatient settings (private practice or Federally-Qualified
Health Center), and whose patient population is 30% or more Medicaid.
If you
qualify, you may be able to participate in a focus group either in-person or
via a conference call. Other
health care professionals in the groups may include physicians, certified nurse
midwives, nurse practitioners, physician assistants and dentists. Your responses will be kept
confidential. This study is
sponsored by AHRQ and is being conducted by RTI International, a leading
non-profit health care research organization. To learn more about the study and

Health Resources & Services Administration (HRSA) Site Visit Guide is a
review instrument used by HRSA to
assess an organization's compliance with key section 330 Health Center Program
requirements as well as a resource to assist grantees in identifying areas for
performance or operational improvements. Health centers may also use the guide,
which is available on HRSA's health center website, as a self assessment
resource as it provides a series of prompting questions for both program

from Workforce Development Welcome to our new
Director of Workforce Development Dr.
Bill Stackhouse joined CHCANYS on April 25, 2011 as its first Director of
Workforce Development. He brings over 18 years of post doctoral
experience in health and human services to help create and launch our Workforce
Development Program. His primary responsibilities will include: analyzing
workforce needs among CHCANYS’ members, developing and implementing workforce
recruitment and retention programs, developing new partnerships with
educational institutions and job training programs, creating professional
development and training programs, and working with partners to support the
integration and use of technology to expand the reach of services and training.
Dr.
Stackhouse is a NY State licensed psychologist and a New York City registered
marriage officiant. He received his bachelor’s degree in economics from
Beloit College and his Masters in Theological Studies from Harvard Divinity
School. His work in NYC began in 1978 in sexual and reproductive health,
including adjunct positions teaching Health Education and Human Sexuality at
several colleges. He then returned to school and received his Doctorate
in Counseling Psychology from New York University. He has worked at the
New York State Psychiatric Institute (2 years), the New York City Department of
Health and Mental Hygiene (11 years), GMHC (4 years), and Gilead Sciences (1
year). Dr.
Stackhouse is looking forward to applying his experience with multiple
health care service settings and his counseling psychology training in career development
towards our important new program to assure the workforce at FQHCs is prepared
to meet the challenges and opportunities presented by health care reform.
Welcome to our new Deputy
Director of Workforce Development CAPT Susan Dunn joined CHCANYS in March 2011 as its first
Deputy Director of Workforce Development. She brings over 26 years of
health care experience in Minnesota, Washington and New Mexico and has had a
variety of job responsibilities ranging from Public Health Nurse to Provider to
Chief Medical Officer. CAPT Dunn is currently a US Public Health Service
Officer, a HRSA Ready Responder and the Region 2 Team Leader for Regional
Incident Support Team (RIST). She is with us part-time and remains
part-time in clinical practice as a Family Nurse Practitioner at a clinic in
Washington Heights. CAPT Dunn is on assignment from HRSA’s Bureau of
Clinician Recruitment Service (Division of National Health Service Corps) to
help us build our Workforce Development Program by lending her rural health clinic
and strategic planning experience.
CAPT Dunn will be based out of the NYC office on Mondays and
Tuesdays. CAPT Dunn has been in the NYC area for 1½ years and is excited to
develop key relationships within our FQHC family, as well as government and membership
associations. CAPT Dunn plans to attend the Board of Directors meeting in NYC on
Friday, May 20th. She will be a member of the Development,
Workforce and Clinical Committees. CAPT Dunn is looking forward to applying
her wealth of clinical and workforce experience towards the development of our
new and exciting Workforce Program.
