Open Enrollment for New York State of Health Has Begun!
Open enrollment for NY State of Health, the State’s new health plan marketplace, has begun! New York’s Federally Qualified Health Centers (FQHCs) are ready to assist.  They have long been preparing, supported by funds awarded earlier this year by President Obama’s administration, to hire new staff and implement new programs in order to provide personalized enrollment assistance to the nearly 1.1 million New Yorkers expected to seek coverage through the marketplace. read more >>

Fair Labor Standards Act Requires Notice to Employees Regarding Coverage Options 
Section 18B of the Fair Labor Standards Act requires employees to be notified of health insurance coverage options being made available to them via the state’s health plan marketplace. The United States Department of Labor has released guidance regarding this notice requirement, including a model notice form that employers can use. read more >>

NYSDOH Releases New Administrative Directive on Medicaid Eligibility Changes under the Affordable Care Act
On September 25, 2013, the New York State Department of Health (NYSDOH) released 13ADM-03: Medicaid Eligibility Changes under the Affordable Care Act (ACA) of 2010. This Administrative Directive advises districts of expanded Medicaid coverage under the ACA, a new method for counting household income based on modified adjusted gross income (MAGI), Medicaid benefits under the ACA, and Medicaid enrollment in New York's Health Benefit Exchange. read more >>

CMS Issues Proposed Rule to Establish Medicare Prospective Payment System for FQHCs
On Wednesday, September 18th, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule to establish a Medicare prospective payment system (PPS) for Federally Qualified Health Centers (FQHCs), as outlined in the Affordable Care Act. Ordering/Referring Editing Implementation Delayed Until January 1
The October 1, 2013 implementation of new claims editing requiring Medicaid enrollment for ordering, prescribing, referring, and attending (OPRA) physicians and healthcare professionals has been delayed until January 1, 2014.
