HRSA Awards Over $3.4 Million to 54 New York Health Centers to Recognize Their Achievements in Providing High Quality, Comprehensive Care

On Tuesday, August 25, Health Resources and Services Administration (HRSA) Acting Administrator Jim Macrae announced over $3.4 million in Affordable Care Act funding to 54 New York State health centers in recognition of their achievements in providing high quality, comprehensive care. Awardees will use these funds to expand current quality improvement systems and infrastructure and improve primary care service delivery in the communities they serve. The intent of this week’s awards is to acknowledge and reward those health centers that are achieving the highest levels of clinical quality performance and improvement and to enable them to continue delivering better, smarter care to their patients. read more >>

Two NYS Health Centers Receive National Award for Innovation in Diabetes Care

BD, Direct Relief, and the National Association of Community Health Centers (NACHC) honored seven community health centers, including two from New York State, with the Innovation in Care Award at NACHC’s 2015 Community Health Institute and EXPO in Orlando, Florida last week. Part of the BD Helping Build Healthy Communities™ initiative, the $100,000 awards acknowledge innovative approaches to the prevention and treatment of diseases that disproportionately affect vulnerable populations. Access Community Health Center in NYC was recognized for its use of technology to help adults with intellectual or developmental disabilities achieve better diabetes management outcomes, and Jericho Road Community Health Center in Buffalo received an award for its innovative approach to diabetes education. read more >>

Recent Trends and Future Directions for the Medical Home Model in New York
Between 2013 and 2014, New York State experienced nearly 20 percent growth in the number of health care providers formally recognized as Patient-Centered Medical Homes. According to a new report from the United Hospital Fund, much of this growth was the result of implementation of the Hospital Medical Home program, a $250-million quality demonstration program involving teaching hospitals. read more >>


Updated DSRIP Compliance Guidance Released

The New York State Office of the Medicaid Inspector General (OMIG) has posted revised DSRIP Compliance Guidance on its website that details the mandatory compliance programs that must be in place for PPS leads. It replaces the DSRIP Compliance Guidance 2015-01 that was released on April 6, 2015, and sets out some special considerations that PPS leads should work into their compliance programs. Proposed 340B Guidance Issued by HRSA Now Open for Public Comment

HRSA, Office of Pharmacy Affairs issued proposed 340B Drug Pricing Program Omnibus Guidance for notice and comment on Friday, August 28, 2015 in the Federal Register. The proposed guidance addresses key policy issues including eligibility and registration of hospitals and outpatient facilities, individuals eligible to receive 340B drugs (patient definition), drugs eligible for purchase under the program, prohibition of duplicate discounts, and manufacturer compliance. The proposed guidance will be open for public comment through October 27, 2015. HRSA encourages interested parties and stakeholders to respond. Medical School/Community Health Center Collaboration in Harlem Launches New Program to Prepare the Next Generation of Primary Care Physicians
The Icahn School of Medicine at Mount Sinai (ISMMS), its Department of Family Medicine & Community Health, and the Institute for Family Health recently welcomed its first class of Primary Care Scholars Program students. The six students were selected to participate in a four-year track designed to prepare them for successful and sustainable careers providing primary care in medically underserved communities.

During the month of October, the National Health Service Corps (NHSC) will celebrate its annual Corps Community Month. Now in its fifth year, Corps Community Month will once again increase awareness of primary care careers as well as highlight the NHSC’s role in bringing primary health care services to communities that need them the most. CHCANYS Recruiting Sites for the HealthyHearts NYC Initiative
CHCANYS would like to invite New York City-based FQHCs to participate in an exciting, nationally-recognized project called HealthyHearts NYC, which aims to ensure that primary care practices have the support and resources they need to help their patients adopt the ABCs of cardiovascular disease prevention: Aspirin use by high risk individuals, Blood pressure control, Cholesterol management, and Smoking cessation. HealthyHearts NYC, a collaboration of NYU Langone Medical Center’s Department of Population Health, CHCANYS and the Primary Care Information Project (PCIP) of New York City’s Department of Health and Mental Hygiene (NYC DOHMH), is a 3-year AHRQ grant-funded project designed to help primary care practices use the latest evidence to improve the heart health of millions of Americans.  read more >>

New Statewide Cooling Tower Regulation
As a result of the recent Legionnaires' Disease outbreak, new statewide regulations require registration, testing, inspection, and certification of cooling towers. For more information on Legionnaires Disease and to register a cooling tower, visit the NYS Department of Health website.


CHCANYS Interoperable Communications Drill

In June, CHCANYS, in partnership with the NYS Department of Health (NYSDOH) Office of Health Emergency Preparedness, conducted an Interoperable Communications Drill using the NYSDOH Health Commerce System (HCS). The drill was performed in order to assess the response rate of community health centers when prompted to confirm receipt of a notification by both email and phone. PCEPN EM-101: Emergency Management for Primary Care Centers
The Primary Care Emergency Preparedness Network (PCEPN) recently launched a new training course available on the New York State Department of Health Learning Management System entitled PCEPN EM-101: Emergency Management for Primary Care Centers. This 30-minute pre-recorded training session provides health center staff with an overview of the four phases of emergency management, the key elements of an emergency management program and plan, and the role of the primary care center in emergencies and disasters. read more >>


Transportation Assistance Levels (TALs) Classifications
The CHCANYS EM Team recently hosted a webinar in partnership with the NYS Dept. of Health’s Office of Emergency Preparedness (OHEP) to provide an overview of the classification standards for communicating transportation needs during a planned facility evacuation. This information is most applicable to health centers that operate within shelters or residential facilities. HC Standard Communication Platform
Last fall, the CHCANYS EM Team launched HC Standard, a web-based application which serves as a communication platform for sharing information with health centers statewide. HC Standard may be used to send notifications via email and text and to collect situational reports from health center users during and after a widespread emergency or disaster. We encourage all health centers to contact EMteam@CHCANYS.org to learn more about HC Standard and/or log-in at www.chcanys.ger911.com to update your health center’s information.
