POLICY/ADVOCACY IN THE NEWS

New York State FY 2016-17 Budget: FQHC-Related Highlights
The New York State FY 2016-17 budget was finalized last week and includes a number of health-related items, detailed in this memo.  Highlights include $195 million for health care facility transformation funding, at least $30 million of which must go to community-based healthcare providers, including FQHCs. Also included is $54.4 million in state funding for the 2016 Clinic Uncompensated Care Pool (UCP).  Unfortunately, the final budget bill does not include contingency funding to compensate for the potential shortfall in 2015 UCP federal funding. In a side letter, the Administration affirmed their support for the program and committed to working “aggressively” to secure federal funding for 2015 and 2016.  CMS has not yet made a final decision regarding the State’s request for federal matching funds for 2015 UCP and beyond and as such, despite the lack of contingency funding in the State budget, the issue remains unresolved. 

Updated VBP Roadmap Open for Public Comment 
The annual update to the 2016 Value Based Payment (VBP) Roadmap has been posted to the NYS Dept. of Health’s DSRIP website in draft form for public comment through April 18, 2016 at 3:00 p.m.  Developed with the input of the Value Based Payment Workgroup and other stakeholders, the Roadmap has been updated based on broad stakeholder engagement from a number of workgroups and subcommittees.  Public comments should be submitted to dsrip@health.ny.gov by the aforementioned deadline. 

DSRIP Year 2 Timeline Updated 
DSRIP Year 2 began on April 1, 2016 and the timeline has been updated to include a number of important event dates and deadlines. To view the timeline, click here.  

Integrated Services Info Added to State’s DSRIP Website 
The DSRIP Integrated Services webinar hosted by the NYS Dept. of Health on January 26 is now available online.   An updated version of the Integrated Services FAQ document and the Billing Matrix, previously distributed on March 18, 2016, are now available on the State’s DSRIP website as well. Click here  and scroll down to the Integrated Services section to view. DSRIP Project Approval and Oversight Panel and DOH to Host Public Comment Days on 1115 Waiver 
The Department of Health has announced that it will host two Public Comment Days on New York’s 1115 Waiver programs. During these meetings, members of the DSRIP Project Approval and Oversight Panel will join NYS Dept. of Health staff in listening to comments provided by members of the public and stakeholders. Feedback on all waiver programs is welcomed. 

NYAPRS 12th Annual Executive Seminar: Beyond Survival to Success

EMERGENCY MANAGEMENT NEWS

Emergency Management for Primary Care Centers In-Person Training
(*Two spots remaining)  
This course will provide an overview of the four phases of emergency management, the key elements of an emergency management program and plan, and the role of the health center during emergencies and disasters. *The initial roll-out of this training is being offered to health centers located in the Capital District, Long Island and the Hudson Valley. CHCANYS / PCEPN has been designated as a member of Partners in Preparedness! Established in 2011, Partners in Preparedness is a nationally recognized New York City Emergency Management (NYCEM) program that supports organizations in preparing their employees, services, and facilities for emergencies. 2016 Health Commerce System Communications Drill
The CHCANYS Emergency Management Team, in partnership with the NYS Dept. of Health, will coordinate a communications drill in May using the NYSDOH Health Commerce System (HCS).  This drill will assess the response rates among community health centers when prompted to confirm receipt of a notification by e-mail and phone. 

Personal Protective Equipment (PPE) Training Opportunity 
PCEPN, in partnership with the NYC Dept. of Health and Mental Hygiene and Northwell Health, will offer five PPE trainings for clinical providers in April 2016 to support infectious disease preparedness. Participating organizations will be provided with personal protective equipment kits, which can be used for training or in health center operations, as well as possible educational credits (CMEs) for participating providers.

HRSA Highlights Funding Opportunities for 330 Grantees during NACHC P&I Forum

Coding and Documentation in a Transitioning VBP World - Rochester

CHCANYS has retained Coding & Compliance Initiatives, Inc. (CCI) to provide a face-to-face training on coding guidelines and documentation improvement. Appropriate documentation and accurate coding are essential components of effective charge capture and compliant billing practices. This hands-on workshop is designed to prepare physicians and non-physician practitioners for a successful transition to ICD-10 requirements related to documentation and specificity and will provide participants with a solid background on the documentation required by providers to support the ICD-10 codes and severity of a patient’s condition.  For more information and to register, click here.

2016 Uniform Data System (UDS) Changes Webinar 
Date: April 12, 2016 

Time: 2:00 - 3:30 p.m. 
Hosted by the Bureau of Primary Health Care, this webinar will highlight proposed changes to the 2016 UDS information to be reported by Health Center Program grantees and look-alikes in February 2017. The changes include: adding to patient characteristics, including sexual orientation and gender identity (Table 3A, 3B); adding quality improvement staff, community health workers, and dental therapists in the staffing tables (Table 5, 8A); revising clinical measures to improve measure alignment and data standardization (Table 6B, 7); and adding two new elements on the electronic health record (EHR) capabilities and quality recognition form.

Deadline for 2016 Registration of Intent for Meaningful Use Public Health Reporting Measures is April 14 
Eligible Professionals (EPs) and Eligible Hospitals (EHs) with a full calendar year EHR Reporting Period intending to submit data to registries sponsored by the NYS Dept. of Health and/or the NYC Dept. of Health and Mental Hygiene for Payment Year 2016 must submit a registration of intent by April 14, 2016. Please note: EPs and EHs demonstrating Meaningful Use for the first time in 2016 will have a 90-day EHR Reporting Period and must register intent within 60 days of the start of their EHR Reporting Period.

This webinar will provide an introduction to the PRAPARE tool that helps health centers and other providers collect patient-level data on the social determinants of health.
