New York and Federal Government Reach Preliminary Agreement on $8 Billion Waiver
New York has reached an agreement in principle with the federal government on a waiver allowing for the reinvestment of $8 billion in savings, generated by the Medicaid Redesign Team, over five years to transform the state's health care system and preserve vital health services.  Click here to read Governor Cuomo’s press release.

DSRIP: Information and Resources
The $8 billion MRT waiver represents an important and vital re-investment in the transformation of the health care system. Through the Delivery System Reform Incentive Payment (DSRIP) program, CMS will make funding available to collaborations of safety net providers who will develop and implement plans for delivery system reform to achieve the state’s goal of reducing avoidable hospitalizations by 25% statewide. read more >>

NACHC Policy and Issues (P&I) Forum Hill Visits
It’s time to start planning for the NACHC P&I Forum. This year’s visits to the Hill will take place on Thursday, March 20th. In order to streamline the scheduling process, CHCANYS will make all Congressional appointments unless you indicate otherwise. Each Congressional appointment will be open to all FQHCs attending from that district. Appointments with the offices of Senators Schumer and Gillibrand will be made by CHCANYS and will be open to all New York State FQHC attendees. read more >>

NYIC and Center for Family Life to Host Forum on Immigrants and Health Reform
Please join the New York Immigration Coalition (NYIC) and the Center for Family Life in Sunset Park for a town hall conversation on Thursday, March 6, 2014 at 6:00 pm about immigrant experiences with New York's health reform. There will be translation into Spanish. This meeting is the second in a series of town halls coordinated by NYIC in partnership with other organizations across the city. read more >>

The Health Resources and Services Administration (HRSA) and Office of Pharmacy Affairs (OPA) announced that recertification for tribal and urban Indian entities, 
HRSA grantees, and CDC STD/TB grantees started on February 10, 2014. The deadline for the completion of the recertification process will be March 14, 2014 read more >>

Medicaid Pharmacy Prior Authorization Programs Update 
Effective March 20, 2014, the fee-for-service pharmacy program will implement the parameters outlined in this notification. These changes are the result of recommendations made by the Drug Utilization Review Board (DURB) at the December 12, 2013, DURB meeting.

HRSA’s Healthy Start Program 
HRSA has reopened three Funding Opportunity Announcements for its Healthy Start program. The Healthy Start program is an initiative to reduce the rate of infant mortality and improve perinatal outcomes through grants to project areas with high annual rates of infant mortality. Applications are due to Grants.gov no later than Monday, March 31, 2014, 11:59 pm, ET. Click here for more information.

EMERGENCY PREPAREDNESS NEWS

The Primary Care Emergency Preparedness Network (PCEPN) PainEx 2014 Exercise 
On March 27,2014, seven New York City health centers will participate in a full scale, coordinated exercise to test the capabilities of the health centers to function during a disaster. This exercise will focus on many of the lessons learned during Super Storm Sandy and previous disasters. CHCANYS expects that this exercise will identify gaps and provide the opportunity for improvement to strengthen health centers’ ability to respond to future disasters.  More details to come.  

Biosurveillance Study Revives Bird Origin for 1918 Flu Pandemic 
A study published on February’s 16, 2014, in Nature reconstructs the origins of influenza A virus and traces its evolution and flow through different animal hosts over two centuries. Lead author Michael Worobey, an ecologist and evolutionary biologist at the University of Arizona in Tuscon, and colleagues developed a model to map the evolutionary relationships between viruses and their host species. The results indicated that the likely origin of the 1918 pandemic virus was avian and the virus was less influenced by the presence of viral genetic material from mammals than historically believed. read more >>  

Training Opportunity:  MGT341 - Disaster Preparedness for Hospitals and Healthcare Organizations within the Community Infrastructure 
North Shore/LIJ’s Center for Learning and Innovation in Lake Success, NY, will offer a two-day, 16-hour course in Disaster Preparedness for Hospitals and Healthcare April 2 – 3, and again November 19 – 20. The  course introduces the various natural, technological, and civil hazards, to which hospitals and healthcare organizations may be vulnerable, and the potential impacts of those hazards. read more >>

FEMA’s National Incident Management System (NIMS) Federal Training Program 
HRSA and other federal agencies require all partner entities to be prepared for an emergency.  Part of this preparedness is a familiarization at all levels of management and staff with the National Incident Management System (NIMS).  Community health centers have been specifically tasked by HRSA with the development of emergency management programs and ensuring that staff is trained in NIMS. read more >>  

Emergency Management Plan Template for Community Health Centers on DOH Learning Management System 
CHCANYS has posted an Emergency Management Plan template targeted to community health centers on the New York State Department of Health’s Learning Management System. The courses, offered in modules, cover 10 emergency management plan standards.
