Statewide Health Care Facility Transformation Program Application Deadline Extended to September 28
The application deadline for Statewide Health Care Facility Transformation Program funding has been extended to. September 28 at 4:00 p.m. ET. The NYS Dept. of Health has also released an Addendum that explains a technical issue encountered in completing the Capital Budget in Grants Gateway; click here to view it. Through this program, a minimum of $30 million in funding is allocated for community-based providers, including FQHCs, mental health and alcohol and substance abuse treatment clinics, and home care providers. This is the first time that the State has earmarked capital funding in the budget specifically for community-based providers, and CHCANYS encourages all interested parties to apply.

Value Based Payment Bootcamp: Registration Open for Region 5
Registration for the Value Based Payment (VBP) Bootcamp Series in Region 5 (Queens and Long Island) is now open. Registration is required to attend these sessions in person and may be accessed here.

Montefiore Health System Receives HRSA Grant to Train Family Medicine Residents
Montefiore Health System's Department of Family and Social Medicine has received a $2 million training grant from the Health Resources and Services Administration (HRSA) that will be used to develop an Advanced Primary Care co-training program for family medicine residents and post-graduate primary care psychology fellows. The program is intended to address living conditions that negatively affect health, with a focus on respiratory illnesses and a five year goal of reducing emergency room visits by 20 percent and hospitalizations by 15 percent for patients with asthma and chronic obstructive pulmonary disease. STAR² Center Offers Recruitment & Retention Tool
Offered by the STAR² Center (Solutions, Training, and Assistance for Recruitment and Retention) of the Association of Clinicians for the Underserved (ACU) , which provides free resources, training, and technical assistance (TA) related to recruitment and retention in community health centers, the  new Provider Retention and Recruitment (R&R) Plan  is a working, living document that can be easily modified by your workforce team to create robust R&R programs that can adjust to changing conditions at your health center and in the health care environment. The STAR² Center will offer a three-part webinar series beginning in October to walk health centers through the tool and explore its framework.  For more information and to register, click here

CMS Releases Emergency Preparedness Final Rule
On September 8, 2016, the Centers for Medicare & Medicaid Services (CMS) announced the release of the Emergency Preparedness Requirements for Medicare and Medicaid Participating Providers and Suppliers. This important new rule establishes national emergency preparedness requirements for 17 provider and supplier types (FQHCs are one of them) to ensure adequate planning for natural and human-caused disasters and coordination with federal, state, tribal, regional, and local emergency preparedness systems.

Mystery Patient Drill Slots Available: Act Now!
The Primary Care Emergency Preparedness Network (PCEPN) coalition has announced its new Mystery Patient Drill Exercise cycle. This exercise tests the ability of participating FQHCs to follow their infection control plans when faced with a potentially infectious patient. PCEPN will provide training/technical assistance and work closely with a team of on-site staff members to conduct a Mystery Patient Drill at each participating FQHC. CHCANYS/Latman Family Day at the Races: Last Day to Order Tickets
The CHCANYS/Latman Family Day at the Races is fast approaching and tickets are almost sold out. HRSA Draft Compliance Manual Open for Public Comment 
HRSA has posted a draft of its long-awaited Health Center Program  (HCP) Compliance Manual online for public review and comment. Your feedback is very important; CHCANYS encourages all health centers to submit comments by the November 22 deadline. Once finalized, the manual will supersede previous HCP policy issuances (such as PINs and PALs) related to compliance and eligibility.

August 2016 Medicaid Update 
The Office of Health Insurance Programs of the NYS Dept. of Health has released the August 2016 Medicaid Update; click here to view it.  

NACHC’s 340B Program Manual 
The 340B Drug Discount Program allows FQHCs to provide low cost prescription drugs to their patients, as well as increase access to patient care. However, there are a number of requirements that health centers must meet in order to participate in the program. The National Association of Community Health Centers (NACHC) has created a manual to provide FQHCs with a centralized resource containing 340B Program policies and information needed to ensure compliance with the federal requirements. Issues covered in the manual include: 340B basics; registration and recertification; Medicaid and 340B; policies and procedures; audit and compliance requirements; and the latest policies from HRSA. This manual represents input from various sources, including legal and financial experts, and also includes some “best practices” from health center peers as appropriate. Webinar: Emergency Contraception 101 
Date: September 21, 2016 

Time: 9:00 a.m.  Emergency Contraception (EC) can stop a pregnancy before it starts. There are four types of EC available, and they all work up to 5 days (or 120 hours) after unprotected sex.  However, not every EC option will work for every patient. This 20-minute webinar will highlight the various EC options and will discuss how to use EC to “Quickstart” patients on ongoing contraceptive methods. To register, click here.

Funding Available for School-Based Dental Care 
The Cuomo administration is offering a $7.5 million grant to implement school-based dental sealant programs for second and third graders attending schools in low-income neighborhoods. This program supports the state's Prevention Agenda;  and is intended to help reduce cavities through the use of sealants. For more information, click here
