The ACA and NY State of Health: Info and Resources

New York's Health Plan Marketplace

In 2012, Governor Cuomo signed an Executive Order to establish a health benefit exchange in New York State - an organized marketplace mandated by the Affordable Care Act that is designed to help people shop for and enroll in health insurance coverage. The State expects to enroll over 1 million New Yorkers in coverage through this marketplace, known officially as NY State of Health, beginning in October of 2013.  Per the Affordable Care Act, insurance plans offered through NY State of Health are required to include some essential community providers (ECPs), those who serve predominately low-income, medically-underserved individuals, including FQHCs and Look-Alikes. 

Governor Cuomo’s proposed FY19-20 budget includes language to codify the New York State of Health. If included in the final budget, this action would ensure that the State’s marketplace will continue to exist even in the event that the Federal government repeals the Affordable Care Act or individual health insurance marketplace.

Health centers will expand upon the trusted role they already play by assisting individuals in understanding the health benefit options available to them via the marketplace and ultimately, helping them to enroll in the plans for which they qualify. CHCANYS is pleased to make a variety of tools and resources available to support health centers in these efforts.
