The Marketplace: General Information
New York Implements New Insurance Eligibility Rules for Pregnant Women and Newborns On December 22, Governor Cuomo signed into law S.5972, which permits pregnant women to enroll in the state health insurance exchange at any time, and S.4745, which amends the date on which a child is eligible to be enrolled in the Children's Health Insurance Plan (CHIP). Both bills took effect on January 1, 2016. S.5972 categorizes pregnancy as a “qualifying life event” for purposes of insurance coverage; New York is the first state in the nation to implement such legislation. S.4745 makes CHIP coverage effective on the date of a child's birth. Parents must apply for CHIP coverage prior to or within 60 days of the child’s date of birth in order for coverage to begin on that date

Fair Labor Standards Act Requires Notice to Employees Regarding Coverage Options Section 18B of the Fair Labor Standards Act requires employees to be notified of health insurance coverage options being made available to them via the state’s health plan marketplace (the Marketplace). The United States Department of Labor has released guidance regarding this notice requirement, including a model notice form that employers can use.
