PURPOSE OF POSITION
The Director of Laboratory shall provide effective leadership for the delivery of clinically useful laboratory services. The director and/or assistant director(s) is responsible for designing, validating, and maintaining the technical accuracy and medical reliability of laboratory tests in the categories where the individual has been designated responsible.

SUMMARY OF DUTIES AND RESPONSIBILITIES
Provides leadership, vision, and direction in developing service delivery areas for the Laboratory; monitors and evaluates programs, revising and adapting as necessary and/or appropriate; formulates and/or revises clinical services policies and protocols; updates policies with a focus on quality for patient care.
Provides effective and efficient administrative direction of the laboratory, including budget planning and controls in conjunction with the individual(s) responsible for financial management of the laboratory.
Spends adequate amount of time on-site, in the laboratory, to assure the technical accuracy and medical reliability of laboratory tests performed, to direct and supervise the technical performance of the staff and to be readily available for personal or telephone (or electronic) consultation to the laboratory’s staff and clients, full time (Minimum: 35 hours/ week).
Provides advice to referring physicians regarding the significance of laboratory findings and ensure that reports of test results include pertinent information required for specific patient interpretation.
The director and/or assistant director(s) is responsible for designing, validating, and maintaining the test methods where the individual has been designated responsible as attested to in the application materials submitted to the Clinical Laboratory Evaluation Program.
Specifies in writing the technical and administrative responsibilities and duties of all laboratory personnel, including assistant directors designated in the permit application(s) materials submitted to the NYS Clinical Laboratory Evaluation Program (CLEP).
Ensures that qualified personnel are employed and where applicable that staff are not engaged in practices limited by license or beyond the scope of licensure by defining the qualifications and responsibilities of all laboratory technical staff.
Establishes policies and procedures to assure that all staff are trained to perform tests according to the SOPM, are evaluated on initial deployment, at six months and annually thereafter and whenever new systems are introduced in order to demonstrate continued ability and knowledge to perform the testing (competency assessment); when required provides for remedial training or continuing education to improve skills.
Ensures that an up to date procedure manual is readily available to all staff.
Ensures all tests are performed as written in the manufacturer’s package insert or device user’s guide
Ensures that processes are in place to adequately monitor all work performed in the laboratory and that there is adequate supervision of all laboratory operations
Provides for the maintenance of complete and accurate records of tests performed.
Provides continuing education to laboratory technical staff that is relevant to their laboratory scope of practice.
Promotes a safe laboratory environment for personnel and the public.
Assures that the laboratory adopts an appropriate method to verify test accuracy and reliability as may be required by NYS CLEP and has processes in place to monitor, evaluate and improve the quality and appropriateness of services rendered.
Establishes and oversees the quality management system; defines quality goals and process objectives; approves the specifications and requirements to achieve stated goals and objectives; reviews quality assessment reports and approves process improvement initiatives.
Assures compliance with other state and federal laws, including reporting of communicable diseases and other public health concerns (e.g. lead testing).
Maintains an effective working relationship with applicable accrediting and regulatory agencies, administrative officials, and the medical community
Ensures the laboratory effectively implements a plan of correction to deficiencies identified by NYS and/or other regulatory/accrediting agencies.
Fosters an environment that promotes Gotham Health’s Quality Assurance and Improvement Program; is responsible for removing barriers to achieving quality in medical care and for reporting to internal and external committees and entities, as required.
Participates and takes proactive role in customer service related issues, by continually striving to improve and provide quality patient care, treating everyone with respect and dignity, promoting teamwork and cooperation to create an environment that maximizes efficiency and satisfaction, encouraging open communication and adhering to all established ground rules..
Demonstrates commitment to service excellence standards, by modeling service excellence in all internal and external relationships, addressing service excellence deficits in staff, and in performance of all duties and responsibilities of this position.
Maintains affiliation with appropriate professional organizations.
Performs other related duties as may be assigned by Gotham Health Executive Team.
