Summary Description:

 

The Quality Improvement Specialist is responsible for implementing and managing quality initiatives in addition to supporting the QI Director and department. The Quality Initiatives department strives to improve quality of care for Housing Works’ clients in an outcome-driven healthcare environment.

 

Job Functions:

  • Develop and lead quality initiatives projects related to internal programs and outside funder requirements (ex. Patient Centered Medical Home, Meaningful Use, FQHC, DSRIP, eHIVQUAL and others).
  • Develop and maintain a working knowledge of agency contracts regarding program requirements.
  • Monitor and track progress of quality initiatives.
  • Analyze data related to quality metrics.
  • Create detailed reports of project progress as required by contracts and regulations.
  • Train staff and consumers on quality improvement methodologies (ex. PDSA, root cause analysis).
  • Design survey instruments for internal improvement such as client satisfaction or needs assessments.
  • Create and maintain dashboards to monitor progress of operational and clinical quality measures.
  • Create presentations that summarize data from quality projects and incorporate data visualization (ex. use of PowerPoint, graphs, pivot tables, etc.).
  • Coordinate policy and procedure committee activities, including documentation preparation, monitoring implementation, and ensuring annual review.
  • Present at internal and external meetings to funders, stakeholders, etc.
  • Coordinate and maintain collaborative partnerships with key departments across the agency.
  • Perform special projects as requested by supervisor.
  • Participate in advocacy efforts and direct action to end the twin crises of homelessness and AIDS.

 

Job Requirements:

 

  • Familiarity with Medicaid redesign in NY state and basic understanding of PCMH, Meaningful Use, DSRIP, eHIVQUAL, and FQHC (reporting requirements, metrics and targets, etc.).
  • Knowledge and understanding of chronic health conditions such as HIV/AIDS, diabetes, depression, etc.
  • Experience and skill with presenting to groups of 30+ people.
  • Experience and skill providing trainings and technical assistance on quality improvement methodologies.
  • Experience designing survey instruments for internal improvement projects.
  • Knowledge of new technologies within health care settings such as telemedicine, tablets, patient portal and “apps” such as HEALOW.
  • Strong project management skills.
  • Ability to manage multiple projects simultaneously.
  • Good verbal and written communication skills.
  • Good interpersonal and organizational skills.
  • Experience and skill analyzing large datasets in Excel, SPSS, or STATA.
  • Ability to think critically about data related to gender, sexuality, race, mental health, housing status, etc.
  • Motivation to learn new skills and be part of a growing team within Health Services.
  • Flexibility and openness toward working in a growing and evolving department.
  • Curiosity about the how and why things work the way they do and how to improve them.
  • Sense of humor!
  • Commitment toward Ending the AIDS epidemic in NY State by 2020.

 

Required Qualifications:

 

  • Master’s degree required. Graduate degree education should be in an area related to this position (ex. MPH).
  • Two to three years’ experience in quality improvement/assurance.

 

Preferred Qualifications:

 

  • Experience as a nurse or other licensed position in a clinic setting.
  • Knowledge of eClinical Works (eCW) electronic medical record system.
  • Experience with DSRIP projects in NYC.
  • Experience working at an FQHC.

Compensation Range: $65,000-75,000

Compensation Type: Salary
