Position Description:

 

Reporting to the Chief Operating Officer, and working as a key member of the organization’s

Leadership team, the Sr. Director will take a lead role in building, implementing, and overseeing all of the organization’s systems, processes, workflows, and procedures as they relate to regulatory compliance. The Sr. Director will be responsible for a comprehensive array of administrative services and operations, including but not limited to, overseeing all activities pertaining to regulatory compliance which effectively and efficiently support Gotham Health Center’s programs and development.  In conjunction with the COO, the Sr. Director will be responsible for developing, implementing, and managing the annual budget, and for ensuring that Gotham’s services and funding are in compliance with all national, state, and city regulations, certifications and licensing requirements.

 

ESSENTIAL RESPONSIBILITIES:

  • Direct internal operations to achieve regulatory results and other financial criteria.
  • Serve as a key regulatory driver for the growth and overall success of the Health Centers
  • Assists staff with the implementation of departmental goals, policies, procedures, and reporting tools through effective use of performance metrics and financial results.
  • Promotes a team approach to delivering high quality, cost-efficient care where patient satisfaction and improved health outcomes are the primary goals.
  • Implements effective tools to improve operational efficiency and control cost while meeting regulatory requirements.
  • Leads the performance management process that measures and evaluates progress against goals for the organization.
  • Provides for all staff a strong day-to-day leadership presence and support an open-door policy among all staff
  • Participates in regular quality and process improvement meetings with health centers administrators and executive leadership.
  • Identifies geographic growth opportunities and priorities.
  • Enhances health center visibility through community involvement by participating in service and professional organizations.
  • Directs the development and installation of procedures and controls, to promote communication and adequate information flow, and thereby solidify management control and direction of the enterprise.
  • Develops and establishes operating policies consistent with the COO overall policies and objectives and ensures their adequate execution. Appraises and evaluates the results of overall operations regularly and systematically, and reports these results to the COO.
  • Establishes policies to insure adequate management development and to provide for capable management succession for those functions falling under his/her responsibility.
  • Analyzes the current information technology infrastructure and scopes out the next level of information technology and regulatory systems that support the growth of specific programs and the organization overall.
  • Presents to the Gotham Board of Directors on issues related to regulatory operations and administration as needed
  • Responsible for ensuring program and corporate compliance with primary health care policies and procedures, as well as with those external regulatory bodies such as HCFA, FQHC, HIPPA,OSHA,CLIA and other professional review and standards boards.
  • Ensure staff compliance with the adopted health care plan as it relates to the stated objectives
  • Presents, facilitates and leads assigned process improvement events using methods of culture-appropriate team building, team energizing, data gathering and analysis, problem solving, and project management.
  • Analyzes, recommends and supports practices seeking to improve performance on quality measures to engage in work redesign, changes in organization systems, policies and procedures, and quality improvement process within the organization.
  • Assist COO in oversight of community outreach programs and may represent organization as a member on community outreach committees/groups within the community.
  • Actively seeks grant opportunities, assisting in preparation, application submission and ensuring program compliance and administration occurs once the grant is received

 

MINIMUM QUALIFICATIONS:

Knowledge, Skills & Abilities

  • Five years of regulatory and management experience (healthcare setting)
  • High level of business acumen and understanding of regulatory reports, and strategic planning.
  • Knowledge of regulatory compliance i.e., HIPPA, FQHC, CLIA etc.
  • Must have excellent interpersonal skills and empathy towards patients, as well as have excellent communication skills, critical thinking skills, the ability to handle stressful situations, the capacity to function independently, have varied clinical experience, and the ability to document meticulously.
  • Basic understanding of information technology and ability to organize, analyze and synthesize complex data from various sources.

 

EDUCATION AND EXPERIENCE:

  • Master’s degree in Business Management with emphasis on Health Care Administration,

  • Five to seven years of progressively responsible administration and regulatory experience in health care industry.
