Governor Cuomo delivered his 2017 State of the State message during the week of January 9 via a series of regional addresses that took place in various locations across New York, and he delivered his FY 2017-18 Executive Budget proposal on Tuesday, January 17 at the Governor’s Mansion in Albany.
The proposal does not include increased funding for indigent care; the proposed allocation remains flat at $54.4 M. We will need to exert extra pressure on the Legislature to encourage them to include the additional $20M in their budget responses, and your advocacy efforts will be critical.
The Executive Budget proposal allocates a minimum of $30M in capital funding to community-based providers as part of the Health Care Facility Transformation Program, the same amount as was allocated in last year’s final budget. However, the total amount in capital funding available for the Program increased from $200M in last year’s budget to $500M in the Governor’s proposal. We are disappointed that the proposed capital funding for community-based providers only comprises 6% of the total available funds, much less than the 25% we requested. CHCANYS will continue to work with our partners to advocate for increased capital funding for community-based providers.
