The NYS 2015 legislative session, marked by the indictments of Sheldon Silver and Dean Skelos, has been a difficult one. Scheduled to end last Wednesday, June 17, the session is currently in overtime as lawmakers continue to negotiate a number of outstanding issues. Governor Cuomo, Senate Majority Leader John Flanagan, and Assembly Speaker Carl Heastie announced on Tuesday, June 24 that they had agreed upon the “framework” for a deal on rent regulations, the 421-a tax abatement program, mayoral control of New York City's schools and the education tax credit, although many of the finer details have yet to be worked out. Flanagan and Heastie are currently meeting with their respective conferences; it is expected that the Senate and the Assembly will vote soon and bring the session to a closure.
