Latman Foundation is generously providing scholarships for health center CFOs and Finance Directors to attend the Finance and Operations workshops at CHCANYS’ Annual Statewide Conference this fall. FQHCs and Look-Alikes: Please Complete the CHCANYS 340B Program Survey On September 1st, CHCANYS sent all FQHCs and Look-Alikes a survey relating to their 340B program activities. If you have completed this survey, thank you. If you have not yet completed the survey please do so by September 14, 2011. It is important that we receive responses from all FQHCs and LALs. The DOH has asked us to assist them in determining the current and future universe of 340B discounts being applied to Medicaid patients and in improving their understanding of how FQHCs and Look-Alikes operate their 340B programs.

OMIG Webinar on New Regulations Affecting New York State Health Care Providers On September 7th, the Office of the Medicaid Inspector General (OMIG) presented a webinar on new regulations contained in the federal Affordable Care Act (ACA) of 2010 that affect New York State healthcare providers presentely and that will have further implications in the future. Under Section 6402(h), providers with “credible allegations of fraud” face possible suspension of all government-based payments under Medicaid and Medicare until those allegations are settled. The Webinar presented an overview of the Medicaid payment implications of 6402(h), and OMIG's collaboration with other state agencies and Medicaid providers to manage implementation of this new law.

NCQA/BTE Diabetes Recognition Program The New York State Diabetes Campaign, sponsored by the New York State Health Foundation, is an initiative designed to reverse the diabetes epidemic in New York State by improving clinical care, mobilizing communities, and promoting policy. CHCANYS has been chosen as one of the clinical hubs to participate in this effort and is recruiting organizations to participate in the campaign and in the NCQA or BTE Diabetes Recognition Program.
The National Committee for Quality Assurance and Bridges to Excellence Diabetes Recognition Program are voluntary programs for physicians and practices to receive recognition for quality diabetes care. The program provides recognized physicians with valuable information about their patients and their practice as well as internal/external validation of your practice's hard work and dedication. Food Day in New York State NYSHEPA is moving full speed ahead in helping to plan Food Day in New York State. There are events being planned all around the state on October 24th. The new Food Day school curriculum was designed to be used to celebrate Food Day throughout the week of October 24th; however, the curriculum can be used anytime. Food Day Events in NY There are dozens of events in the planning stage around the state, including a marquee event in Manhattan at Union Square Park. Other events include film festivals, food cost symposiums, cooking demos, farmer’s markets, cooking competitions, raising money for the food insecure, special Food Day restaurant entrees, lecture series, Youth Summit, nutrition fairs, harvest festival, sugary drink tax petition, food policy panels, sustainability conference, libraries featuring books on food, farm visits, and much more.
Launch of Social Marketing Campaign for Diabetes and Obesity On September 1, 2011, CAMBA and GBHC launched Our Health is in Our Hands, a community-wide social marketing campaign as part of the Brooklyn Partnership to Drive Down Diabetes (BP3D). The campaign is among BP3D’s efforts to address some of the socioeconomic and environmental risk factors for diabetes and obesity that plague our communities. It is the result of a nearly year-long community needs assessment executed by BP3D. The messages in the campaign, which will be seen on NYC Transit, Facebook, Twitter and on www.camba.org/BP3D, highlight the need for healthy eating and healthy living choices among the people of Central and East New York, Brooklyn, who are disproportionately affected by diabetes and obesity.

Department of Health and Human Services Announces Awards Totaling $137 Million to Local Programs The federal Department of Health and Human Services has announced it is awarding $137 million targeting health improvement and local capacity building. The awards went to programs supported through the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Centers for Disease Control and Prevention (CDC). Much of the funding for these grants came from the Prevention and Public Health Fund, created under the Affordable Care Act. A list of full grantees can be found here.
Food and Drug Administration approves HIV Drug The Food and Drug Administration (FDA) has approved Complera, made by Gilead Sciences Inc., which combines tenofovir/emtricitabine (Truvada) with rilpivirine (Edurant), a Johnson & Johnson drug that received FDA approval in May. CHCANYS' Clinical Quality Initiatives staff members are certified Lifestyle Coaches of CDC’s National Diabetes Prevention Program (NDPP). As NDPP Lifestyle Coaches, CHCANYS’ staff can facilitate 16-week sessions for pre-diabetic patients in your facility. This evidence-based program reduces the patient’s risk of developing type 2 diabetes by empowering them to make lifestyle changes resulting in modest weight loss and increased physical activity.

Free Online Course from FDA OWH and NIH ORWH The FDA Office of Women's Health collaborated with the NIH Office of Research on Women’s Health to develop a new, web-based course entitled “Sex and Gender Differences in Health and Behavior”. The new course is the second in a series on “The Science of Sex and Gender in Human Health.” Participants will learn about sex and gender differences in the course of disease and consider issues that arise when treating and managing these conditions. A research methodology framework to incorporate sex and gender differences in the design of studies is also included. The course includes 6 lessons and takes approximately 6 hours to complete. Emergency Preparedness Response to Hurricane Irene Following Hurricane/Tropical Storm Irene, CHCANYS continues to work to ensure that our sites are well represented at their respective departments of health. Upstate, CHCANYS’ EP team has been in contact with the New York State Department of Health to make sure that DOH is aware of health center emergencies. In New York City CHCANYS’ EP team, in coordination with the Primary Care Development Corporation (PCDC) as the Primary Care Emergency Preparedness Network (PCEPN), has worked closely with the New York Office of Emergency Management and the Department of Health and Mental Hygiene to ensure that New York City health centers were well informed both before and after the storm’s arrival.

DANY Loan Repayment Program Announced The New York State Department of Health has announced the Doctors Across New York (DANY) Loan Repayment program. Applications and information are available here.
Applications for the program will be accepted continuously until March 30, 2012. There will be no bidders’ conference for this procurement. Please note that many questions you may have are already answered on the Practice Support RFA website here.
National Health Service Corps Bill Stackhouse, Ph.D., CHCANYS Director of Workforce Development has been designated an “Ambassador” for the National Health Service Corps. The National Health Service Corps (NHSC) is hosting the first Corps Community Day on October 13, 2011, during the 13th annual National Primary Care Week. SEARCH: Become a Preceptor The SEARCH (Student/Resident Experiences and Rotations in Community Health) Program, coordinated by the New York State Area Health Education Center (AHEC) System, provides an opportunity for health centers to expose medical and other health profession students to the critical work of community health centers. The program is funded by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). Through SEARCH, community health centers receive practice site support for each student placement during the four to six week rotation period. CHCANYS is a partner in this program which provides an opportunity for health centers to reach qualified students and to expose them to a career path with a commitment to underserved populations. Through SEARCH, students may receive assistance with travel and housing reimbursement and centers receive guidance and resources through the professional AHEC network.
