HHS awards Affordable Care Act funds for organizations to become Community Health Centers We are pleased to share with you that the U.S. Department of Health and Human Services Secretary Kathleen Sebelius today announced awards totaling $10 million to aid 129 organizations across the country that would like to become community health centers. These funds, made available by the Affordable Care Act, support organizations’ development as a future health center.

HRSA Announces Two Capital Competitions for Health Centers with October Deadlines On September 9th, HRSA announced two capital competitions for health centers. The applications are due October 12th.
HRSA-12-115 Capital Development-Building Capacity (CD-BC): will provide approximately $600 million to existing health centers across the country for longer-term projects to expand their facilities, hire more employees and serve more patients. The maximum award for these projects will be $5 million.
HRSA-12-116 Capital Development-Immediate Facility Improvements (CD-IFI): will emphasize shorter-term projects and provide approximately $100 million to existing health centers to address immediate facility needs. The maximum award for these projects will be $500,000.
These grant opportunities are only available to those who did not receive funding through the recent Facilities Improvement Program (FIP) and Capital Development (CD) grants – the last two rounds of large capital grants awarded. Improving Diabetes Care at Your Site: A Training for Clinical Champions The number of New Yorkers with diabetes has more than doubled in the last decade to more than 1.8 million, and diabetes is the only chronic disease that continues to grow in prevalence.
However, we can do better! Diabetes is preventable and controllable with lifestyle modification and medication management.
As part of the Campaign, clinicians are invited to attend a day-long training to become a "Clinical Champion." Trainings topics will include:

NCQA/BTE Diabetes Physician Recognition Program The NYS Diabetes Campaign, sponsored by the New York State Health Foundation (NYSHealth) in partnership with the Institute for Family Health, is an initiative designed to reverse the diabetes epidemic in New York State by improving clinical care, mobilizing communities, and promoting policy. CHCANYS has been chosen as one of the clinical hubs to participate in this effort and is recruiting organizations to participate in the campaign and in the NCQA or BTE Diabetes Recognition Program.
The National Committee for Quality Assurance and Bridges to Excellence Diabetes Recognition Program are voluntary programs for physicians and practices to receive recognition for quality diabetes care. The program provides recognized physicians with valuable information about their patients and their practice as well as internal/external validation of your practice's hard work and dedication.

Diabetes Education Recognition Program To promote quality education for people with diabetes, the American Diabetes Association (ADA) endorses the National Standards for Diabetes Self-Management Education. To support this goal, the ADA Education Recognition Program (ERP) assesses whether applicants meet the National Standards for Diabetes Self Management Education. The Standards are designed to be flexible enough to be applicable in any health care setting, from physicians' offices and HMOs to clinics and hospital outpatient settings. The ADA ERP is one of two and the most experienced Centers for Medicare and Medicaid Services (CMS) deemed certifying bodies for Diabetes Self Management Training.
If you are seeking reimbursement for diabetes education, it is appropriate to apply for ADA Recognition of your diabetes education program or service. The application fee for a single primary site of $1100.00 is now good for a 4-year Recognition cycle. Each additional site costs $100.00, and can be added at any time during the recognition cycle. Launching Million Hearts™ Today, the Department of Health and Human Services, with several key partners, launched Million Hearts™, a five-year initiative to prevent 1 million heart attacks and strokes. As you may know, cardiovascular disease is the leading cause of death for men and women of all races and ethnicities in the United States and costs the United States $444 billion every year in medical costs and lost productivity.
By enlisting partners from every corner of the health sector – including federal agencies; doctors, nurses, pharmacists and other health care professionals; private insurers; businesses; health advocacy groups; and community organizations – Million Hearts will create a national focus on combating heart disease and stroke.
Co-led by the Centers for Disease Control and Prevention and the Centers for Medicare and Medicaid Services, Million Hearts will focus on five pillars: 1) Prioritize focus and attention around improving clinical care of the ABCS 2) Use health information technology to facilitate improvement 3) Identify and accelerate care innovations such as team-based care 4) Foster community innovations 5) Monitor the status of clinical and community prevention rigorously

Health Centers Shine as PCEPN Responds to Hurricane Irene In its first major activation since the H1N1 pandemic of 2009, Primary Care Emergency Preparedness Network (PCEPN) stepped forward during Hurricane Irene to bridge the gap between local emergency decision makers and the primary care community of New York City. By maintaining a two-way communication link between the NYC Office of Emergency Management (NYC OEM) and the primary care sector, PCEPN provided health centers with the information needed to make informed decisions throughout the NYC response to Irene.
Working around the clock throughout the duration of the storm, PCEPN representatives kept contact with the NYC Office of Emergency Management (NYC OEM) by maintaining a presence at NYC Emergency Operations Center. Information gained from OEM allowed PCEPN to hold regular conference calls for health centers to transmit timely updates and gain a “boots on the ground” perspective regarding the primary care community’s status that could be relayed back to OEM. PCEPN also assisted with the evacuation and repatriation of non-primary care centers out of harm’s way without incident or impact on individual patients.
Though Hurricane/Tropical Storm Irene has come and gone PCEPN continues to work on recovery issues such as participating in NYC’s Irene Hotwash and seeking out funding opportunities to reimburse health centers for Irene-related expenditures. Questions regarding PCEPN can be referred to Jean Paul Roggiero, Senior Program Manager for Emergency Preparedness Initiatives at PCDC, or Matthew Ziemer, Emergency Preparedness Program Manager at CHCANYS.
PCEPN is co-led by the Community Health Care Association of New York State (CHCANYS) and the Primary Care Development Corporation (PCDC) and was created in close partnership with and support from NYC Department of Health and Mental Hygiene and NYC Office of Emergency Management. PCEPN was formed to better coordinate planning, training, and response services provided to the primary care community and to ensure they are optimally positioned to prepare for and respond to community and citywide needs in the event of a disaster or emergency on a local and regional level.

Medicaid Redesign Team - Workforce Flexibility/Change of Scope of Practice Work Group The current phase of the Medicaid Redesign Team (MRT) includes various work groups to focus on specific issues. A new work group has recently been formed, “The Workforce Flexibility/Change of Scope of Practice Work Group” which will be co-chaired by MRT members William Ebenstein and George Gresham. Bill Stackhouse, Ph.D., Director of Workforce Development at CHCANYS, has been appointed as a member of this work group. This group will meet this Fall and submit its recommendations in January 2012.
HIV Oral Health Preceptorship Program in New York & New Jersey The New York State Department of Health - AIDS Institute Oral Health Regional Resource Center in collaboration with the NY/NJ AETC would like to offer you a unique chance to participate in an HIV Oral Health Preceptorship Program. HIV Oral Health Preceptorships are available for dentists or dental hygienists in New York and New Jersey. These programs are individually tailored to the needs, interests and experience-level of the individual provider. Typical training sessions are from one to five days. Tuition for the program is fully covered by a grant from Health Resource and Service Administration (HRSA) and nationally accredited continuing education credits are available from the NYS Dental Foundation and the Dental Hygiene Association of the State of NY.

The National Health Service Corps (NHSC) – Corps Community Day The National Health Service Corps (NHSC) is hosting the first Corps Community Day on October 13, 2011 as part of the 13th annual National Primary Care Week. Great opportunities to spread the word about the NHSC include:
As a site administrator or clinician: • Consider the opportunity to host an NHSC site tour for local students interested in pursuing a health professional career in primary care. Advertise your tour using NHSC's customizable event flyer. • While working in the community, hold a health fair to provide screenings, flu vaccinations and/or educational materials. Advertise your fair using NHSC's customizable event flyer, color stickers, and black and white stickers. Alert the media with this media advisory template.
Here are some other great ideas to consider: • Nominate a student, colleague, or yourself for the "In Search Of" campaign. NHSC needs your help to find some especially unique Corps members and alumni! • Participate in the Video Contest; put your creative skills to the test! Submit a short video (30 to 90 seconds) that illustrates the role of the Corps in your community. The video can be funny, informative, moving, or all of the above. • Post the Corps Community Day Web badge to your school or organization's Web site. Posting instructions and two versions of the badge can be found in the lower right box on the Corps Community Day Web page.
