Jeffrey T. Latman Foundation Grant: Supports Health Center Finance TA/Training CHCANYS is pleased to announce that we received a grant from the Jeffrey T. Latman Foundation to support technical assistance training and financial webinars for community health center finance and accounting staff. The grant also provides a limited number of scholarships for CHCANYS’ Clinical Forum and Statewide Annual Conference October 3-5 in Albany, NY. Session Outline: Dr. Doug Rahner, Medical Director, and Tricia Lyman, Collaborative Coordinator of Family Health Network of Central New York, Inc. will co-facilitate a webinar about incorporating self-management goals for patients with diabetes in an office visit. The purpose of self-management goal setting is to aid and inspire patients to become informed about their conditions and take an active role in their treatment. Helping patients and families manage chronic conditions is an idea whose time has come. Many patients do not understand what their doctors have told them and do not participate in decisions about their care, which leaves them ill prepared to make daily decisions and take actions that lead to good management. Others are not yet even aware that taking an active role in managing their condition can have a big impact on how they feel and what they are able to do. Enabling patients to make good choices and sustain healthy behaviors requires a collaborative relationship, a new health partnership between health care providers and teams, and patients and their families; a partnership that supports patients in building the skills and confidence they need to lead active and fulfilling lives. The goal of the webinar is to inspire the participants to design, implement, and eventually share how self management goal setting is incorporated in medical appointments for their patients with diabetes in their practices.
Objectives: By the end of the webinar, the participants will be able to:
Learn what needs to be done before, during, and after an appointment
Access the resources to create a self management goal sheet and action form
Learn how other members of the team can assist in the process
Use Self Management Goals Setting as a forum for teaching nurses, medical students, and residents.

The SEARCH (Student/Resident Experiences and Rotations in Community Health) Program, coordinated by the New York State Area Health Education Center (AHEC) System, provides an opportunity for health centers to expose medical and other health profession students to the critical work of health centers. The program is funded by the U.S. Department of Health and Human Services, Health Resources and Services Administration. Through SEARCH, community health centers will receive practice site support for each student placement during the four to six week rotation period. The program provides an opportunity for health centers to reach qualified students and to expose them to a career path of commitment to underserved populations. Through SEARCH, students may receive assistance with travel and housing reimbursement and centers receive guidance and resources through the professional AHEC network. HEART HEALTH: Cardiovascular Guidelines for Community Health Centers, a training reference manual, is the bi-product of CHCANYS' collaboration with the Healthy Heart Program of the New York State Department of Health. The goal of this manual is to provide all New York State health centers and parties interested in improving cardiovascular care within their respective institutions with information on blood pressure measurement and in-house CLIA waived point-of-care diagnostic testing guidelines. Emergency Preparedness - Downstate
ServNY On June 21st at 8:30 AM, CHCANYS will host a webinar related to licensed medical volunteer management. The New York State medical volunteer management program called ServNY and the New York City Medical Reserve Corps (MRC) are partnering to present a webinar on the licensed medical volunteer registration program through the New York State Department of Health’s ServNY website and the MRC volunteer registration website. This training will demonstrate how to access and register for the program as well as information on how the program will manage and credential licensed medical volunteers. So join us and learn all about this important valuable program to New York’s medical surge capability.
Speakers Betty Duggan from NYC Department of Health and Mental Hygiene and Lori Liptak from NYS Department of Health will explain various issues relating to medical volunteer management. Also speaking on this webinar will be Dr. Stephen Platt from William F. Ryan Community Health Center. Dr Platt will talk about his William F. Ryan’s experience with using MRC volunteers during their response to the recent H1N1 pandemic. Critical Asset Survey The 2010 Critical Asset Survey for Community Health Centers (CAS) may be found on the NYS DOH Health Commerce Portal, formerly called the HPN. For facilities that completed the CAS last year you can access the 2009 survey, update as needed and resubmit. We estimate it will take 1 hour or less to do so. For centers that did not complete the survey in 2009, we estimate 4 to 5 hours to complete the survey. The NYS DOH has allotted 45 days to complete the survey. Please do not forget to verify and SAVE the survey so your new data will be submitted properly. Influenza Planning Guide Draft Last week, members of the Influenza Working Group received an e-mail distributing a draft Influenza Planning Guide, a document developed to assist Community Health Centers in their planning activities for influenza related incidents. Prior to distributing the document to our member health centers, we are asking you for your assistance in editing this guide.
As providers at the health centers for whom this guide is intended for, you are in the unique position of being able to provide us with valuable feedback so that this guide will meet your needs. We are requesting that you look over the document and help us identify the sections that are necessary and which ones could be removed. Our goal is to make this a succinct guide that will be useful to you when the next influenza crisis hits.
Continue to Report H1N1 Vaccines to CIR/NYSIIS We want to remind providers that you are required by law to report immunizations administered to your patients, particularly those 18 years of age or younger, in a timely manner. NYC city providers can contact the Citywide Immunization Registry (CIR) by clicking here. Upstate providers can report immunizations administered to your patients to the New York State Immunization Information System (NYSIIS) by clicking here.
The CIR and NYSIIS provide many benefits to both providers and their patients, making it easier to determine the immunization status of your patients and ensuring that they receive their recommended vaccines on time, among other public health benefits. NYC DOHMH Health Care Worker Vaccination Study New York City Department of Health and Mental Hygiene is working with the Centers for Disease Control and Prevention (CDC) to pilot a study on how to best determine the percentage of health care workers who are immunized against flu annually. DOHMH is interested in including health centers in the study and would like to have 3 – 4 sites involved. Sites interested in taking part should contact Edward Wake, Adult Immunization Director at DOHMH, at ewake@health.nyc.gov. You may also call him at 212-676-2283 for more information.

HRSA Issues Draft FTCA Manual for Comment The Health Resources & Services Administration (HRSA) has issued a draft Federal Tort Claims Act (FTCA) Policy Manual, available by clicking here. HRSA has consolidated various Program Information Notices (PINs) and Program Assistance Letters (PALs) related to FTCA to create the FTCA Policy Manual. The FTCA Policy Manual is intended to convey guidance regarding existing policy and current processes, and to serve as the principal policy resource on FTCA matters for Health Center Program grantees and related stakeholders. HRSA is offering health centers and other interested parties the opportunity to comment on the draft FTCA Policy Manual. Comments should be submitted to OPPDGeneral@hrsa.gov by the close of business on Friday, August 6, 2010. Red Flag Rule Once Again Delayed The Federal Trade Commission (FTC) has once again delayed implementation of the "Red Flag Rules," which require financial institutions and creditors (which by definition would include most health centers) to develop and implement written identity theft programs. Because health centers regularly extend, renew, or continue credit to patients and offer covered accounts (including billing accounts), they are considered "creditors" and must comply with the rule. The Red Flag Rules were scheduled to go into effect June 1, 2010, but the FTC has extended the enforcement date to December 31, 2010 at the request of Congress.
