NEW FUNDING OPPORTUNITY FOR SELECTED COMMUNITY HEALTH CENTERS The Centers for Disease Control has just released a new RFA for Reducing Risks for Alcohol-Exposed Pregnancy (AEP) in Women Attending Federally Community Health Centers and Title X Programs (CDC-RFA-DD10-1006). The RFA provides funding for adaptation and implementation of a previously tested intervention (Project CHOICES) found to be successful in reducing risk for alcohol-exposed pregnancy in high risk women. Awards of up to $250,000 will be provided for a project period of 4 years for up to 4-5 projects. Larger Community Health Centers are targeted to ensure a sufficient population of women at risk for AEP.
Eligibility/Special Requirements that must be met to apply:
Local Health Departments (public health entities - city and/or county) that receive funding from HRSA under the Health Center Program Statute, Section 330 (e) of the Public Health Service (PHS) Act, 45 CFR and 42 CFR to support comprehensive community health centers and receive funding from Title X grantees funded under section 1001 of the Public Health Service Act.
All applicants must have a minimum population base of 1,250,000 individuals in the catchment area they serve. Using data from the U.S. Census Bureau, applicants must clearly demonstrate that the proposed project site is located in a county and/or city with a population not less than 1.25 million.
Applicants must document a prevalence of risk drinking [defined as 8 or more drinks per week and/or 4 or more drinks on a single occasion in the last month] of 15% or greater and an annual clinic population of at least 150 women in an individual clinic and 250 women for more than one clinic who meet the criteria for “at-risk for an alcohol-exposed pregnancy.”
Note: Applicants must also provide evidence of an integrated program (funded by both HRSA and Title X) that provides services to women of childbearing age that include obstetrics and gynecology, family planning and STD services as well as use of an electronic medical records systems. (See Application Evaluation criteria in RFA)

Diabetes Learning Series: Master your Cultural and Survival Nutrition Skills Culturally sensitive interventions are an effective way to overcome some of the barriers to medical nutrition therapy. To facilitate positive health outcomes and maximize adherence, health care professionals must integrate evidenced-based nutrition recommendations into the patient’s dietary practices and food preferences. Cultural competency encompasses cultural awareness, knowledge and skill.
Upon diagnosis, physicians and nurses are in a unique position to make initial nutrition recommendations to patients prior to their first consultation with a registered dietitian. The goals of this session are: to provide non-dietetic professionals with key nutrition counseling strategies that work in clinical practice; to apply cultural specific communication tools to patients from different cultures; and to apply a cultural food practice model.

Upstate Sites
Dr. Daines, NYS Commissioner of Health has extended the expiration date of his October 29, 2009 order authorizing the use of vaccines containing thimerosal, a mercury-containing preservative, until September 1, 2010. The extension was based on his determination that there continue to be insufficient supplies of thimerosal-free 2009 H1N1 vaccine and seasonal influenza vaccine.
The Needs Assessment Survey released by CHCANYS in coordination with the New York State Department of Health is scheduled to close on May 14. If you have not yet completed the survey please contact Mary Lou Caprara at mlcaprara@chcanys.org and the survey will be made available to you.
On May 26, 2010, The NYS DOH will host a Web X presentation on the Critical Asset Survey for Community Health Centers. The survey will be released on the HPN in early June. The WEB X will review the survey content and broad aspects of the HPN. The majority of health centers will only need to update last year's survey. However, center's that did not complete the survey last year are required by the NYSDOH to complete the survey this year. NYC Sites
H1N1 vaccine reimbursement funding opportunity – May 28th deadline The May 28th deadline for submitting to DOHMH reimbursement requests for uncompensated H1N1 vaccines administered during the 2009-2010 influenza season is approaching. This one-time funding opportunity is available through DOHMH to NYC health center sites that participated in the NYC Flu Services Locator. Questions about this program should go to Orlando Reboredo at oreboredo@chcanys.org.
NYSIIS and CIR reporting
Due to regulations requiring the reporting of patient vaccination for H1N1 influenza, both the New York State Department of Health (NYS DOH) and the New York City Department of Health and Mental Hygiene (NYC DOHMH) have asked CHCANYS to assist with increasing the rate of vaccination reporting. Upstate and NYC health centers are asked to report H1N1 vaccinations administered through the New York State Immunization Information System (NYSIIS for upstate sites) and Citywide Immunization Registry (CIR for NYC sites). News from HIT Through the NYeC Regional Extension Center, CHCANYS has been named as an extension agent to provide services to community health centers in upstate New York in their efforts to achieve certification as meaningful users of Health IT, thereby becoming eligible for federal incentives of up to $63,750. Policy News NYC Releases a $62.9 billion FY11 Executive Budget: In addressing a projected budget deficit of $4.5 billion, Mayor Bloomberg does not include any tax increase for residents and/or businesses. Instead, the NYC’s FY11 Executive Budget follows through on the vast majority of cuts predicted in the City’s Preliminary Budget.
