Still available for replay OMIG Webinar- Certification for 2012: What Every Provider Needs to Know about Changes to the OMIG Certification Process Description: In October 2009, New York State became the first in the nation to require Medicaid providers who fall under Article 28 and 36 of the Public Health law and Article 16 and 31 of the Mental Hygiene Law or who bill, order or receive more than $500,000 annually to certify that they have an effective compliance program in place. This certification is accomplished through an online process on OMIG's Web site and must be done upon enrollment and every December thereafter.
Similarly, since 2007, the federal government has required Medicaid providers who bill, order or receive more than $5 million annually to certify, under the Deficit Reduction Act (DRA), that they have instituted established written policies and procedures informing and educating their employees, contractors and agents about provisions of the DRA. This is to take place by January 1 annually. This certification is a separate process, but is also accomplished via OMIG's Web site.
These requirements are separate from, but related to, the mandatory provider compliance programs under New York Social Services Law § 363-d (SSL).
The Certification Webinar will explore changes in the certification process, including legal and regulatory requirements under New York Social Services Law and federal DRA requirements. OMIG Bureau of Compliance representatives will discuss the role that the federal employee identification number (FEIN) plays in the certification process, and how to use this number correctly. Additionally, the Bureau will explain how it will use this certification process as an opportunity for the provider community to aid in identifying services bureaus that may have not taken the correct steps to enroll as Medicaid providers.
Bureau of Compliance staff will demonstrate during the webinar how to fill out the online forms and will use a step-by-step presentation that providers may follow in completing the forms for SSL 2 011 form and DRA 2012 form.

CMS Posts New ICD-10 Handbook CMS has developed four Implementation Handbooks to assist providers in transitioning to ICD-10. These handbooks are step-by-step guides specifically for small and medium provider practices, large provider practices, small hospitals, and payers.

2012 Statewide Viral Hepatitis Conference
The New York State Department of Health (NYSDOH) is pleased to announce the 2012 Statewide Viral Hepatitis Conference to be held Tuesday, March 20, 2012 in New York City.
The purpose of this conference is to provide the most up-to-date information on hepatitis B and C epidemiology, diagnosis, management, treatment and prevention, which will assist health and human service providers to offer the most effective care to persons infected with HBV and HCV. It is our hope that, by promoting collaborations and the sharing of knowledge, ideas and experience, we can continue to make advances in the prevention and management of HBV and HCV infections.
The conference is open to anyone who is interested. Early registration is recommended. The conference fee is $100 and includes the cost of tuition and materials, a non-refundable registration fee of $35, and meals (i.e., continental breakfast, refreshment break and lunch). Nonprofit SHARE to Present Poster at San Antonio Breast Cancer Symposium SHARE: Self-help for Women with Breast or Ovarian Cancer will present a poster at the 34th Annual San Antonio Breast Cancer Symposium featuring SHARE’s Novela, “Se Valiente...Son Tus Senos” (Be Brave…They’re Your Breasts).
SHARE’s Novela has been distributed to 25,000 people at 478 sites within New York City and 89 other sites throughout the U.S. and internationally. Analysis of pre- and post-test evaluations at 17 community-based workshops suggests that the Novela significantly increases knowledge about breast cancer in Latina populations.
Get Yourself Tested (GYT) Campaign Responding to the fact that one in two young people will get a sexually transmitted disease (STD) by age 25-and most won't know it, the Get Yourself Tested (GYT) campaign is a youthful, empowering social movement to reduce the spread of STDs among young people through information; open communication with partners, health care providers, and parents; and testing and treatment as needed. For a generation accustomed to communicating in shorthand, the GYT acronym presents STD testing in a context that is familiar and relatable to young people. Through GYT's presence on MTV Networks, the involvement of music and celebrity talent, and special promotions, GYT encourages testing as an act of pride, not shame-and promotes an open dialogue about STDs by encouraging young people to spread the word about the campaign.
GYT is developed as part of It's Your (Sex) Life, a longstanding public information partnership of MTV and the Kaiser Family Foundation, together with the U.S. Centers for Disease Control and Prevention (CDC) and Planned Parenthood Federation of America (PPFA) and other national partners, including the National Coalition of STD Directors (NCSD) and the American College Health Association (ACHA). Gilead Sciences, Inc. provides support and resources for select elements of the campaign.

Smoking Cessation Efforts Tobacco use remains the leading preventable cause of death in New York City, killing 7,200 New Yorkers each year. Helping patients quit smoking is the single most important thing you can do to improve their health.
Smoking cessation counseling is now reimbursable for all Medicaid, Medicaid Managed Care, and Family Health Plus patients. Office-based providers and providers in Article 28 clinics that bill APGs can now bill for up to 6 counseling sessions in a 12-month period.
The Health Department recommends that you screen all patients for smoking status and help smokers to quit. Medicaid enrollees can receive:
Up to 6 months of smoking cessation medications per year, including nicotine replacement therapy (NRT), Zyban® (bupropion SR), and Chantix® (varenicline);
Six sessions of either individual or group counseling in a 12-month period.
The use of nicotine replacement therapy, Zyban® or Chantix® combined with counseling provides the best opportunity to help a smoker quit. BigAppleRx Card For all patients but particularly the uninsured who likely do not receive discounts on pharmacotherapy, the BigAppleRx card is a free card that provides discounts for a broad range of medications, including over-the-counter (OTC) smoking cessation aids (i.e., nicotine gum, patch, inhaler, nasal spray) and prescription drugs like Zyban® or Chantix®, at most retail pharmacies in NYC. The BigAppleRx card is available to everyone living, working or visiting NYC, regardless of age, income, citizenship, or health insurance status.
