HRSA Announces Availability of $100 Million in New Access Point Awards to Expand Access to Primary Care On July 8, 2014, U.S. Health and Human Services (HHS) Secretary Sylvia Matthews Burwell announced the availability of $100 million in New Access Point (NAP) funds under the Affordable Care Act to support the establishment of an estimated 150 new health center sites across the country during FY 2015. read more >>
NYS 2013-14 Legislative Session Recap The New York State 2013-14 Legislative Session adjourned on June 20. While the bulk of New York’s health care legislation is developed during and incorporated into the State budget process, there were a number of issues negotiated by Legislature and Governor Cuomo during the final few weeks of the session, including landmark legislation to allow for the use of medical marijuana and a suite of bills focused on fighting opioid addiction, which has reached epidemic proportions in areas of the State. read more >>
Public Comments on DSRIP Project Advisory Committee Proposals Due July 28 The NYS Department of Health is seeking public comment on the Project Advisory Committee (PAC) proposals included in each potential DSRIP Performing Provider System’s project design grant application. The applications have been posted to the DSRIP Design Grant web page; the PAC proposals appear in Section 10. CHCANYS encourages all FQHCs to review the PAC proposals for the PPSs in which you are participating and to submit all concerns/comments to NYSDOH. read more >>

NYSDOH Implements Changes to CON / LRA Application Process The NYS Dept. of Health has implemented a number of important changes to the Certificate of Need / Limited Review Application submission process, effective immediately. CON application schedules 1, 2, 3, 5, 6, 7, 9, 13, 16, 17, 18, 20 and 21 have been revised; click here to view them. FY 2015 Service Area Competition Funding Opportunity Announcements Released HRSA has released the first four rounds of FY 2015 Service Area Competition (SAC) funding opportunity announcements: HRSA-15-008, HRSA-15-009, HRSA-15-010 and HRSA-15-011. Through the FY 2015 SAC, HRSA will award approximately $591 million in funding to an estimated 242 applicants. A SAC application is a request for federal financial assistance to continue support of comprehensive primary health care services for a competitively announced underserved area or population. All available service areas are currently served by Health Center Program grantees, whose project periods are ending in FY 2015. read more >>

HRSA Releases PAL 2014-07; Health Centers Urged to Re-Validate Scope by July 24 On June 10, HRSA issued Program Assistance Letter (PAL) 2014-07: Scope Alignment in HRSA Electronic Handbooks. This PAL explains how HRSA will migrate health center scope of project information to the updated Forms 5A and 5B. It also describes the process for health centers to review their updated forms, make limited allowable updates, and certify the resulting services and sites in scope via the Scope Alignment Validation deliverable in the HRSA Electronic Handbooks. read more >>

Governor Cuomo Announces Plan to End the AIDS Epidemic in New York State On June 29, Governor Cuomo released a three-point plan to decrease new HIV infections to the point where the number of people living with HIV in New York State is reduced for the first time. The plan includes identifying persons with HIV who remain undiagnosed and linking them to health care; linking and retaining persons diagnosed with HIV in health care to maximize virus suppression so they remain healthy and prevent further transmission; and providing access to Pre-Exposure Prophylaxis (PrEP) for high risk persons to keep them HIV negative. read more >>
