CHCANYS Testifies at Joint Legislative Hearing on NYS 2016-17 Budget CHCANYS Senior Policy Director Beverly Grossman testified at a joint Senate Finance and Assembly Ways and Means Legislative Hearing on the health and Medicaid sections of the 2016-17 New York State Executive Budget on Monday, January 25. During her presentation, Ms. Grossman highlighted the devastating impact on FQHCs of the current $54.4 million deficit in federal indigent care funding and pointed out a number of additional “hidden cuts” that if left unaddressed, will undermine health centers’ ability to maintain current staffing levels and cover day-to-day expenses. Ms. Grossman also talked about the central role played by FQHCs and other community-based providers in the State’s current health system transformation efforts and stressed the need for dedicated financial resources to help these safety net providers participate meaningfully in reform initiatives. FY 2016-17 NYS Executive Budget Proposal: Health Care Highlights On January 13, 2016, New York State Governor Andrew Cuomo released his Executive Budget proposal for the 2016-17 fiscal year, which begins on April 1, 2016. This year’s proposal is lean, with generally flat funding. The good news about this approach is that there do not appear to be many cuts. The bad news is that the proposal does not introduce many new programs, nor does it include funding for certain high-cost items (e.g., minimum wage and Health Republic losses). One item of note is that the Governor’s budget book proposes increasing New York City’s share of Medicaid funding, which would cost the City nearly $2 billion over four years if approved. Discussions are ongoing as to what this proposal may mean for New York City or, if not successful, for the overall Medicaid budget. CHCANYS budget advocacy efforts this year will be focused on ensuring that FQHCs have access to necessary state funding and receive an equitable distribution of any state healthcare investments as community healthcare safety net providers.

CPCI a “Specialized Registry” for Meaningful Use Public Health Objective in Year 2016
We are excited to announce that the CPCI (Center for Primary Care Informatics) declares itself as a Specialized Registry ready to accept data, to meet the Meaningful Use Public Health Objective for Specialized Registries in 2016. The CPCI has the ability to pull clinical EHR data from participating health centers on a regular basis, and processes this data in order to provide a graphical view of how organizations are performing on specific measures and registries and how they compare to other organizations.All Eligible Professionals (EPs) who participate in the CPCI and use a certified EHR technology to provide data to the registry can meet the Public Health Objective, Specialized Registry for Meaningful Use (and therefore can receive increased revenue).
Important Reminder to Register Intent for Public Health Measures. New Enhanced Meaningful Use Registration for Public Health (MURPH) System Released As a reminder, eligible professionals must register intent for each Meaningful Use Public Health Reporting Measure they intend to meet within 60 days of the start of their EHR Reporting Period. If you are attesting to a full year of Meaningful Use this year, you would need to register intent by end of February 2016. A new, enhanced Meaningful Use Registration for Public Health (MURPH) system has been released, and registration for 2016 is now open. Please review the updated Eligible Professional MURPH Registration Guide for step-by-step instructions on how to complete your registration of intent.
