Brief Summary of FY 2019-2020 Executive Budget On January 15, 2019, the Governor presented the State of the State and released the FY 2019-20 Executive Budget Proposal. We are continuing to review it and will have additional details in the upcoming weeks, but wanted to provide an initial overview of items of particular interest to health centers. Generally, funding for many of the items we track remained flat from last year, with a small cut to health homes due to a rate reduction. As budget negotiations get underway we will continue to advocate with the legislature for our main policy priorities: increasing the Safety Net Pool by $20M and maintaining support for the PCMH program.
Programs carried over from previous years
D&TC Safety Net Pool- maintained level funding of $54.4M
PCMH- extended the authorization legislation for five years and maintained level funding
SBHC- maintained level funding
Doctors Across NY- maintained level funding of $9M
Migrant Farmworkers- maintained level funding of $406,000
Transformation Funding- moves $300M of Statewide Transformation III funds ($525M allocated in FY19 budget) to funding for Transformation II projects, increasing the total amount available for Transformation II projects to $500M. Transformation II projects (applications for which were submitted in response to a January 2018 RFP) must be announced by May 1, 2019.
Health Homes- $5M rate reduction
New Language/Programs
Regulatory relief: DOH, OMH, OASAS, OPWDD would be permitted to waive regulations that do not impact patient safety for providers who implemented programs under a DSRIP waiver to support the ongoing maintenance or expansion of the program.
Universal Health Care Commission- The State would convene a commission comprised of health policy and insurance experts to study and advise DOH and DFS on options to achieve universal access to healthcare. Such commission would have at least one public meeting and submit a report to the Governor by December 1, 2019.
Comprehensive Contraceptive Coverage Act- Would require coverage for all FDA-approved contraceptive drugs, devices and other products without cost-sharing.
Maternal Mortality Review Board- Would establish a board comprised of 15 multidisciplinary members to asses cause the cause of and factors leading to every maternal death, in an effort to reduce the risk of maternal mortality.
