Lacey is responsible for developing a number of policy-related publications, including public testimony and comments on proposed regulatory changes, as well as monitoring/reporting on proposed and enacted legislation and regulations of concern to New York’s FQHCs. Lacey is also critical to CHCANYS’ policy efforts around the NY State of Health Marketplace, including supporting FQHCs’ outreach and enrollment efforts.
Prior to joining the CHCANYS staff, Lacey was most recently the Director of Policy for Freelancers Union, where she focused primarily on healthcare access for independent workers. Lacey also previously served as Legislative Counsel to both the Consumer Affairs and Health Committees of the New York City Council, where she developed legislative, policy and budget priorities. She holds a Juris Doctor degree from the University of California’s Hastings College of the Law, and a Bachelor of Arts degree from Oberlin College.
Lacey recently relocated back to the Capital District from NYC and will be primarily working out of CHCANYS’ Albany office.
